What users can do with infected emails is based on what level of permissions is given to a user or users by the admin. By default, regular users do not have the option to open/download/forward infected emails.
Users can still have these options if the admin check the below highlighted boxes to allow users to open/download/forward infected emails.
Users who have been given the highlighted options, can open/download/forward infected emails.
